Objectives
  • Build the capacity of NGOs/FBOs/CBOs to implement HIV/AIDS/STIs programming within their community effectively and efficiently
  • Build the capacity of NGOs/FBOsCBOs for effective and innovative resource mobilization for activities.
  • Build the capacity for NGOs/FBOs/CBOs for effective monitoring and evaluation of programme

Activities
  • Identify, mobilize and build the capacity of 30 NGOs/FBOs/CBOs to implement prevention, care and support activities within Nigeria (partnership with carrier's forum)
  •  Facilitate networking and referrals between NGOs/FBOs/CBOs within communities in close proximity to one another
  • Strengthen the organizational, programmatic and administrative capacity of partner NGOs/FBOs/CBOs
  • Conduct periodical technical visits to partner NGOs/FBOs/CBOs

  • Enhance shot stay clinic capacity
  • Develop palliative care services
  • Promote access of PLWHA to treatment

  • Improve the administrative and technical capacity of the short stay care centre in service provision
  • Collaboration with UCH to develop palliative HCS
  • Provide comprehensive care and support for PLWHAs and their families
  • Improve collaboration and networking with other service providers and health programmes

  • Facilitate the creation of a gender sensitive and human right friendly environment for effective management of HIV/AIDS responses


  • Advocate for the removal of impediments that facilitate stigma and discrimination against PLWHA


  • Influencing and advocating for positive policy environment to improve enabling environment for HIV/AIDS interventions

  • Consult with and advocate to relevant stakeholders within Nigeria


  • Promote observance of ethical and human rights principles in HIV/AIDS issues


  • Strengthen the capacity of NGOs/FBOs/CBOs in advocacy involvement


  • Ensure the implementation of gender sensitive approach in all HIV/AIDS issues

  • Develop and implement a partnership framework for addressing gaps within the national, regional and international HIV/AIDS working environment

  • Develop a working relationship with local and international agencies


  • Consolidate partnership agreement with IHAA

  • Build an effective secretariat able to facilitate 100% implementation of programmes

  • Strengthen existing human capacity of NELA to implement programme and update in areas of need


  • Expand the infrastructural capacity of NELA to implement programmes


  • Direct efforts at reducing donor dependency

At the end of September 2009, NELA hopes to have:
  • Mobilized and empowered communities in its project sites to effectively and actively participate in the response to HIV/AIDS


  • Built the capacity of at least 60 NGOs/FBOs/CBOs to initiate and support effective community response to HIV/AIDS


  • Enhanced the capacity of NELA to effectively support NGOs/FBOs/CBOs to respond to newly identified HIV thematic areas for the proposed period

  • Upgraded the infrastructure of the short stay clinic to be able to provide comprehensive primary health services including basic laboratory services to clients accessing its services


  • Developed a working consortium of NGOs/CBOs/FBOs across the nation which would help facilitate the timely realization of the organization's mission

  • Supported, advocated and facilitated the application of good community HIV/AIDS practice within Nigeria and beyond
